Overview
OMTC provides professional guidance and support for seafarers aspiring to obtain Singapore Certificate of Competency (COC) under the Maritime and Port Authority of Singapore (MPA). We assist candidates for:
- Deck Officer Class 3
- Deck Officer Class 2 / Class 1
- Marine Engineer Officer (MEO) Class 5
- Marine Engineer Officer (MEO) Class 2 / Class 1
Singapore COC programs are internationally recognized, STCW compliant, and conducted through reputed maritime institutions such as Singapore Polytechnic (SP) and Singapore Maritime Academy (SMA).

While OMTC provides complete guidance and processing support, we do not guarantee seat confirmation at Singapore Maritime Academy (SMA), as seat availability depends on intake capacity and institutional approval.

Engine Side Important Note
For Singapore Class 5 MEO pathway, overseas candidates generally require an engineering degree and valid supporting maritime documentation.
Deck Side Important Note
Candidates applying for higher Deck COC levels must hold valid lower-level CoC and required watchkeeping sea service as per MPA requirements.

LOE Processing Fees
Approximate LOE processing fee payable to Singapore authorities: SGD 25
LOE is generally issued upon successful verification of eligibility and documents by the Maritime and Port Authority of Singapore (MPA).

In addition to institutional charges, OMTC provides professional guidance and processing support throughout the Singapore COC procedure. Admin charges apply separately for documentation support, LOE guidance, admission coordination, and process assistance.

After admission procedures and fee formalities, Singapore Maritime Academy (SMA) generally applies for the Student Pass through Singapore ICA and provides the SOLAR (Student’s Pass Online Application & Registration) reference number to eligible candidates for further processing. Candidates must complete the remaining ICA formalities as per official guidelines.
Accommodation Support
Candidates are generally required to arrange their own accommodation in Singapore. OMTC may assist students by sharing accommodation references and general guidance for nearby stay options.
